Grounding of pulse capacitor case

I am almost finished with my quarter shrinker. It is based on a24 KJ (22 KV, 100 uF) Aerovox pulse discharge capacitor. My capacitor has 2 HV terminals with a floating case. I have decided to connect one of the HV terminals to ground (earth). To prevent the case from floating at an undetermined voltage I have decided to bond it to ground. To do this, I am using a 4 megohm high voltage resistor connected between the case and ground (earth). This will provide a high impedance path between the case and ground.

I would run it with high voltage floating and dangerous, because that is what it is, dangerous, it can never be assumed to be any kind of safer just because its grounded in one end.

I would ground the case so that any metallic non-conducting parts is at all times at same potential, ground potential.

I would not rely on any kind of high resistance path to earth either. Either it is dangerous and assumed to be charged or all terminals of the capacitor is crowbarred to ground.
