Selecting Bleeder Resistors

I'm building a dual mot tesla coil with a capacitor bank made up of 7x7 2000v .15uf caps. There will be a total of less than 5000v across the bank, or about 715v per cap. If I were to add a 10m ohm bleeder resistor across each one, there would be .0715mA of current and would make about .05 watts of heat across each resistor, so I should be able to use 1/2 watt or 1 watt resistors. When looking for resistors, I found some with these voltage ratings:
  Maximum working voltage:350V; Maximum overload voltage:600V; Maximum pulse voltage:750V
My only question is, will 715v be too much for each resistor to handle? Or will it be fine since I'm well within the wattage rating?
I've seen people using 10m ohm 1/2 watt resistors in similar tesla coils, are they just plain old resistors or do they need to have an insanely high voltage rating? Thanks in advance for any help.

Usually people use metal film resistors that have a 3500V rating, they cost more but you are not likely to see them fail any time soon. You do not want some transient voltage spike to punch through a poor little carbon resistor, loose voltage sharing in your MMC and have capacitors destroyed (worst case scenario)
