Questions about electronic tube oscillators

I saw such an electronic tube oscillator circuit on YouTube - I want to use it to drive a plasma ring - but I don't understand the principle of this circuit, how it starts oscillation, and how it matches the values of external components... Although there is a video link to see it... Due to language barriers, I can't understand what he is saying (● - ●)

For what it's worth: the youtube narrator's English has an accent which, to me,
sounds like that of native Chinese speakers.    Maybe you knew that.

Some of his other videos have Thai characters. So....

On a side note, I ran across his YouTube site a year or so ago. He had a video showing a highly controlled AmBe neutron source from a soil moisture tester. I had wondered how he got it.

The video of this is now gone from his YouTube page. I wonder why :-)

So I'm not sure which country he's from either. I used to ask him to add me as a friend on a Chinese social app called QQ, but later his account became invalid. I had to comment on his YouTube videos in an attempt to get in touch with him
