UD 2.7 OCD LED stays on, no output during inital test

Hi I had two UD 2.7 driver boards.
Both build parallel with same specs on R20 (0.70V) and R29 (5.02V) one works well one not.
I already resolder all parts an it looks really neat and clean.
Check all connections with an USB Microscope for issues but can't find anything.
When the Jumper JP1 is conected the OCD LED stay on and I got no output, when I remove it all works fine.
The signal LED works in both situations but when the JP1 is set i can trace the input signal only to the IC5 input pin, but nothing comes out.
I am not the specialist in electronics but I am sure there is a way to measure from which source or IC the wrong OCD input comes!
(I test it with interupter and signal generator and also with my tesla coil and real feedback!)

Can me help someone to get this work?

The OCD led sometimes turns on when I initially power mine on, then turns off once it gets an interrupter signal.

Like I state before one work also with my coil the second not.
And sure i connect an interrupter and use a signal generator for feedback during test!
So it is definitly something wrong.

Seems clear that there is an issue with IC11 (LM8365) or parts connected to it (C25).  Most likely LM8365 is bad or C25 is shorted or electrically leaky.

One 2.7V (right) and one 4.5V (wrong)

Has anyone one lying around and shipping is below 20€ like Mouser???

Mouser should correct their mistake for free.
However, 4.5V part is actually better for UD2.7.  Improves issue of LVO turning back on as 24V drops.  The 5.02V you measured on R29 is over 4.5V, so it should be working fine.  (Presumes you were measuring the side of R29 that connects to R30 and to IC11-2.)
