Check the Mbit rates of different providers?

Hello to all IT insiders

My question:

I currently have access to Internet boxes different providers at the same location.
How can I reasonably objectively check the Mbit rates of different providers?

Please the answers in understandable language for non-professionals in digital electronics!!!

I have always used http://www.speedtest.net/ for measuring upload/download speeds, there is plenty other services just like that, so compare a few of them and look at the averages.

What do you typically get up/down?

 Aus has some pretty crap speeds. I'm on 100/5, my brother 70/30 and others are about 40/20. All from different ISP and hardware.

I got a 50/10 Mbit ADSL service at home, here at 1900 in the evening, it only tests out at 26.39/10.06, so not that great when the network is loaded from almost everyone in the city being at home.

I also ran a test at work today, it only turned out at 30/30 Mbit, I thought we had 100/100, but it is properly managed and split into smaller segments as it is a big house with many departments.

Ah. Luckily for me the speed my isp claims is actually what I get most of the time sometimes it will drop to 80Mbps. I have extremely limited knowledge on how businesses provide bandwidth to different sectors of a company, but two I know of here do a similar setup. The departments that require higher bandwidth have more allocated to them.
