Would like to find custom electronic manufacturing company to make a custom made PWM power supply, similar to a high amp DC motor controller, but with an adjustable frequency.

Does someone have good reference?

I'm on a low budjet, 800$ US max.

If you are wanting something designed for you, you will have to spend a lot more than $800.
I'm an independent contractor and that would buy about 2 days of my time.
You'd do better to try to find an already manufactured product that meets your spec.

You need to be more clear in what you request, you have specified ZERO about load, frequency, PW range, power, voltage, current, form factor, input, controls, it is all so open that I could just offer you a random amplifier at 800$ and once you claim it was not what you wanted, I can point back to your design requirement specification and say "But you only asked for a PWM power supply with adjustable frequency".

There really only is two choices from your small budget and high specified demands (I assume its special, but you did not write anything?):

1) build something yourself
2) find something used on ebay

Basically, what I want is exactly this:

except with adjustable frequency, from 10 Hz to 25 kHz.

It is PIC controller based,  so there must be a way to decompile the program and modify it so that frequency can be adjusted.

I know changing the frequency would mess up the amp ratings, but that's ok, I won't use it all anyway.

Does someone here knows how to do that?

Try building one yourself with IRS2453 to drive a full bridge.
